Why We Exist

At CHANGEWISE, we believe every system has the potential to do better if we have the imagination and discipline to redesign it.

We exist to help leaders take on the big, messy, meaningful work of transformation. The kind that shifts not just programs, but paradigms.

Whether it’s rethinking how we fund early childhood education, designing First Nations-led service models, or helping a CEO reset their organisation’s direction, our job is to help ambitious people make lasting change.

Who We Are

CHANGEWISE was founded by Garth Morgan, a nationally respected strategist, reform architect, and former CEO with over two decades of experience across government, philanthropy, and the community sector.

Garth has led major reforms in early childhood education, child protection, and youth justice, including as the CEO of QATSICPP, where he helped reshape the policy landscape, secure major new investment in community-led services, and strengthened the role of Aboriginal and Torres Strait Islander organisations in driving systemic change.

He has held executive and governance roles across the nonprofit sector, including as Business Services Director at the Institute for Urban Indigenous Health, and Executive Director of the Queensland Aboriginal and Torres Strait Islander Human Services Coalition. He has also served as a Senior Advisor to the Queensland Treasurer and worked in management roles within the Department of Education and in consulting across government and social policy.

Beyond his executive work, Garth has contributed to board and advisory bodies spanning social housing, mental health, media, health, child protection and justice. He has also co-chaired a state government justice board, advised on the establishment of the Queensland Mental Health Commission, and currently services both the Shared Decision Making Group under the Safe and Supported National Strategy and the National Early Childhood Care and Development Policy Partnership.

Garth’s strength lies in cutting through complexity, building trust across unlikely alliances, and helping leaders see clearly what needs to change, and what it will take to change it.

He lives in Melbourne with his family, and splits his time between boardrooms, community halls, and the occasional Sea of Thieves session with his son.
